Role & Functions of the Committee

  • Provide overall supervision for the planning, utilization and monitoring of grants.
  • Approve proposals for expenditure under various funding schemes (UGC, Government, University, Trust, RUSA, DST, etc.).
  • Ensure financial utilization follows sanction orders, guidelines and audit norms.
  • Authorize procurement, work orders, payments and utilization certificates.
  • Review progress reports, expenditure statements and documentation deadlines.
  • Resolve issues related to grant allocation, project implementation or compliance.
  • Submit final utilization reports to funding agencies and management.
  • Coordinate all activities related to grant implementation and fund utilization.
  • Collect proposals from departments and verify alignment with grant objectives.
  • Prepare budget allocation plans and obtain committee approval.
  • Maintain records of sanctioned amounts, expenditure, bills and vouchers.
  • Monitor timely purchases, project activities and documentation as per guidelines.
  • Prepare utilization certificates (UC), statements of expenditure (SoE) and progress reports.
  • Organize committee meetings, maintain minutes and follow-up on action items.
  • Communicate with funding agencies regarding updates, queries or compliance.
  • Scrutinize departmental proposals for academic relevance and eligibility under grant norms.
  • Verify budget estimates, technical specifications and justification of proposed activities.
  • Assist in monitoring project progress, fund usage and timely execution.
  • Verify bills, receipts, purchase files and stock entries related to grant expenditure.
  • Ensure adherence to procurement rules (GFR, UGC norms, State regulations).
  • Assist in preparing reports, documentation and evidence for audits.
  • Provide feedback for improving grant management and fund allocation strategies.
  • Support finalization of UC/SoE and ensure accuracy before submission.
